U.S. Diplomacy
Secretary of State Condoleezza Rice gave an important speech last week in which she set forth her vision for the future of U.S. diplomacy. Her "Remarks at Georgetown University" are now available on the American Diplomacy website. Rice would like to overhaul the State Department to face the challenges of the 21st Century.

U.S. & World Opinion
Carnegie Endowment's Robert Kagan argues (Still the Colossus) that despite global opinion polls registering broad hostility toward the U.S., the behavior of governments and political leaders suggests America's position in the world is not all that different from what it was before Sept. 11 and the Iraq war.
