White House released text of President Bush's four-minute televised address from the White House at 0316 GMT March 19 announced that "American and coalition forces are in the early stages of military operations to disarm Iraq, to free its people, and to defend the world from grave danger."
Text: Presidential Determination
White House released text of a letter from the President to the Speaker of the House of Representatives and the President Pro Tempore of the Senate notifying them that reliance on "further diplomatic and other peaceful means alone" would not suffice to counter "the continuing threat posed by Iraq." This formal notification of a presidential determination is in compliance with the Joint Resolution Authorizing Use of Force Against Iraq of 2002 and the Iraq Liberation Act of 1998 (PL 105-338), which expressed the sense of Congress that it should be the policy of the United States to support efforts to remove from power the current Iraqi regime and promote the emergence of a democratic government to replace that regime.

President Bush will issue an ultimatum to Saddam Hussein, telling him to leave Iraq or face military action, in a televised address to the United States at 8 p.m. March 17, Washington time, White House Press Secretary Ari Fleischer told reporters.

National Threat Level Raised
On Monday the Department of Homeland Security in consultation with the Homeland Security Council, made the decision to raise the national threat level from an Elevated to High risk of terrorist attack or Level Orange.
