Fortunately, there is a clear and proper legal response. Those accused will be court-martialled and, if found guilty, they will be punished. Private contractors serving in U.S. military prison camps also played a role in the abuse of Iraqi prisoners, but their legal status in war zones is murky. In his latest opinion, Fellow Peter W. Singer examines the loophole in the law that has given a free pass to contractors.
