Did North Korea Cheat? - Foreign Affairs
This article in the January - February issue of Foreign Affairs examines the evidence for a North Korean nuclear program. The article was written before the announcement last week by the North that they do indeed have nuclear weapons. This, as the New York Times reports today that the National Security Council has adopted a "tool kit" of techniques to meet the North Korean nuclear challenge.
