In a New York Times op-ed (IHT - Three Tyrants, One Test), Carnegie Endowment Senior Associate Thomas Carothers examines President Bush's "freedom agenda," the basis of which is the idea that promoting democracy abroad is crucial to fighting terrorism. He asks how serious the Administration is about this agenda and points to the convergence in recent months of political events in three countries — Azerbaijan, Egypt and Kazakhstan — as a crucial triple test.
